This is a limitation on Windows 8 or later. It is the change made by Microsoft that it does not support create a virtual extended display on Windows 8, 8,1 and 10.
Here is an easy way you could verify if it can create a virtual display on your PC:
- Make sure there is no any secondary monitor physically connected.
- Open display setting on your PC.
- Press Windows key + P, select "Extend display" and check the display setting.
- See if there is a virtual secondary display created.
It might still support creating a virtual display on Windows 8, 8.1 and 10 using some video chips with specific version of the driver.
